Dear Human Right at Meta Inc,

My name is Eng Chai Eang, Vice President of the Cambodia National Rescue Party (CNRP), the principal opposition party which was dissolved by Hun Sen, the autocrat who has maintained absolute control over Cambodia for nearly four decades. Formerly, I was a member of Cambodia's Parliament, I now reside safely in Lowell, Massachusetts due to political persecution.
In the 2013 elections, CNRP represented a significant portion of the Cambodian population, reflecting widespread local support for change and freedom. Today, I address Meta to highlight concerning trends regarding Facebook's use in Cambodia. Numerous reports and evidence indicate that the Hun Sen/Hun Manet regime manipulates Facebook to propagate violence, instill fear, and disseminate their propaganda among millions of Cambodians. Opposition figures, journalists, and independent media pages are subjected to daily attacks through bots and organized assaults orchestrated by the Phnom Penh regime.

I have received countless emails containing evidence detailing how the regime exploits Facebook algorithms to suppress opposition pages, such as those belonging to Mr. Sam Rainsy, Radio Free Asia (RFA), Cambodia Daily, and even my own personal page. Moreover, Hun Sen has repeatedly used Facebook to publicly threaten individuals, violating community standards to such an extent that the Oversight Board recommended suspending his page—a recommendation unfortunately rejected by Meta.

Today, Friday, June 28th, Hun Sen publicly issued further threats aimed at eliminating remaining opposition within the country. Such orders typically result in violent actions against innocent people—beatings, arbitrary arrests, legal persecution, and even killings. We have consistently reported these posts to Facebook, yet Hun Sen continues to abuse the platform to promote violence and fear, endangering Cambodian democracy and freedom.

Meta, we urgently seek your assistance to review Hun Sen's page and posts again. We implore Meta to investigate the BOT activities repeatedly flagged by our experts. Furthermore, we ask Meta to reassess the situation in Cambodia, where opposition and independent media face relentless suppression and attacks orchestrated by the regime.
