Impunity for political crimes in Cambodia will come to an end from Paris, just as wars in our country in the past century were also ended from Paris, due to the Paris Peace Agreements of October 23, 1991.

NOTICE TO ALL JOURNALISTS AND OBSERVERS INTERESTED IN CAMBODIA

From March 19 to 21, the Paris Criminal Court (Cour d'Assises) will try two Cambodian generals who were under the orders of Prime Minister HUN Sen at the time, accused of complicity in an attempted assassination against me. These events took place during a grenade attack on a gathering of the opposition Khmer Nation Party (KNP), which I was leading at the time, in Phnom Penh on March 30, 1997.

This attack resulted in 16 deaths and more than 150 injuries.

HING Bun Heang and HUY Piseth have been under an international arrest warrant for five years. General HUY Piseth was then the head of Prime Minister HUN Sen’s bodyguard unit, which was de facto considered the Prime Minister’s private army, and General HING Bun Heang was its deputy chief.

The serious and deadly attack of March 30, 1997, was never investigated by the Cambodian authorities, and the perpetrators were never brought to justice. In fact, successive French investigating judges in charge of this case have faced a systematic refusal from the Cambodian authorities to cooperate, significantly prolonging the investigation.

This trial before the Paris Cour d'Assises will therefore be the first time that a judicial body—independent and impartial—examines the facts to uncover the truth. It holds great significance for all victims of repression by HUN Sen’s regime for political reasons, as it represents a rare opportunity to access justice.

The case will be heard by Section No. 4 of the Paris Cour d'Assises from March 19 to 21, 2025, starting at 9:30 AM. The trial will take place in Room VEDEL (ground floor of the Palais de Justice or Palace of Justice, 10 boulevard du Palais – 75001 Paris).

AVIS A TOUS LES JOURNALISTES ET OBSERVATEURS QUI S'INTERESSENT AU CAMBODGE

Du 19 au 21 mars prochain, la Cour d’assises de Paris jugera deux généraux cambodgiens alors placés sous les ordres du Premier Ministre HUN Sen, auxquels il est reproché des faits de complicité de tentative d’assassinat à mon endroit. Ces faits sont survenus dans le cadre d’une attaque à la grenade dirigée contre le rassemblement du parti d'opposition Khmer Nation Party (KNP) que je dirigeais alors, à Phnom Penh le 30 mars 1997.

Cette attaque a fait 16 morts et plus de 150 blessés.

HING Bun Heang et HUY Piseth sont sous mandat d’arrêt international depuis cinq ans. Le général HUY Piseth était alors le chef de l'unité des gardes du corps du Premier ministre HUN Sen, considérée de facto comme armée privée du Premier ministre, et le général HING Bun Heang en était le chef adjoint.

L’attaque particulièrement grave et meurtrière du 30 mars 1997 n’a fait l’objet d’aucune enquête par les autorités cambodgiennes et les auteurs n’en ont jamais été jugés. De fait, les divers juges d’instruction français qui se sont succédés dans cette affaire se sont heurtés au refus systématique des autorités cambodgiennes de coopérer à l’enquête, allongeant considérablement sa durée.

Ce procès devant la Cour d’assises de Paris sera donc la première fois qu’une juridiction, a fortiori indépendante et impartiale, examinera les faits pour faire émerger la vérité. Il revêt une importance considérable pour toutes les victimes de la répression du régime d’HUN Sen pour des motifs politiques, puisqu’il représente une très rare fenêtre d’accès à la justice.

L’affaire sera examinée par la Cour d’assises de Paris, section n°4, du 19 au 21 mars 2025 (à compter de 9h30). Le procès se tiendra en salle VEDEL (rez-de-chaussée du Palais de Justice, 10, boulevard du Palais – 75001 Paris).
