Nous avons décidé de rendre publique une nouvelle preuve qui, jusqu’à présent, n’a pas retenu toute l’attention qu’elle mérite de la part du tribunal français dans le jugement contre Hing Bun Heang et Huy Piseth, qui ont organisé l’attentat terroriste du 30 mars 1997.

L’un des lanceurs de grenades, nommé Chhay Vy, a été interrogé par Tioulong Saumura et Eng Chhai Eang à Bangkok, le 29 mai 1998.

Dans le jugement contre Hing Bun Heang et Huy Piseth, rendu le 21 mars 2025, le tribunal français a ordonné que cette vidéo de l’interview — d’une durée d’un peu plus d’une heure — soit traduite en français afin de servir de preuve complémentaire, en plus des éléments déjà recueillis comme les rapports de la police fédérale américaine (FBI).

Cette vidéo confirme que Chhay Vy a reçu l’ordre direct de Hing Bun Heang de lancer une grenade sur les manifestants dirigés par Sam Rainsy, rassemblés devant l’ancien bâtiment de l’Assemblée nationale à Phnom Penh le 30 mars 1997.

English translation :

March 30, 2025 – On this March 30, 2025, we commemorate the 28th anniversary of the grenade attack that took place in Phnom Penh on March 30, 1997.

We have decided to release new evidence which, until now, has not received the attention it deserves from the French court in the ruling against Hing Bun Heang and Huy Piseth, who orchestrated the terrorist attack of March 30, 1997.

One of the grenade throwers, named Chhay Vy, was interviewed by Tioulong Saumura and Eng Chhai Eang in Bangkok on May 29, 1998.

In the judgment against Hing Bun Heang and Huy Piseth, delivered on March 21, 2025, the French court ordered that this video interview — which lasts a little over an hour — be translated into French in order to serve as additional evidence, alongside the materials already submitted, such as the reports from the U.S. Federal Bureau of Investigation (FBI).

This video confirms that Chhay Vy received a direct order from Hing Bun Heang to throw a grenade at the demonstrators led by Sam Rainsy, who had gathered in front of the former National Assembly building in Phnom Penh on March 30, 1997.
