MY CRIMINAL COMPLAINT AGAINST HUN SEN BEFORE THAILAND’S COURT

Date: July 16, 2025

I, Phorn Phanna, a Cambodian national currently residing in the United States under refugee protection, hereby announce my intention to file a criminal complaint before the Thai judicial authorities against Hun Sen, the former Prime Minister of Cambodia, for plotting to assassinate me on Thai soil in 2024.

This plot represents a grave violation of Thailand’s sovereignty, a breach of international law, and a continuation of Hun Sen’s campaign of transnational repression targeting peaceful dissidents abroad.

The central evidence in this case is a leaked but authenticated audio recording obtained in late 2024 in which Hun Sen is heard giving direct instructions to Khleang Huot—his trusted associate and interpreter during a subsequent leaked phone conversation with then–Thai Prime Minister Paetongtarn Shinawatra on June 15, 2025.

In this previously leaked recording, Hun Sen explicitly orders Khleang Huot to organize or facilitate an operation targeting me while I was residing in Thailand, with the express intent to eliminate me “at all cost” and bring me back to Cambodia “alive or dead.”

Based on this chilling and credible evidence, I was rapidly exfiltrated from Thailand to the United States in late 2024 to escape an imminent assassination attempt. This urgent evacuation likely saved my life.

Only weeks later, on January 7, 2025, the world witnessed the cold-blooded assassination of Lim Kimya, a respected former member of parliament from the arbitrarily dissolved Cambodia National Rescue Party (CNRP). He was gunned down in broad daylight in Bangkok, in what many observers believe was a politically motivated killing, orchestrated to silence dissent and instill fear among Cambodian exiles.

I am filing this criminal complaint not only for my own protection, but to demand accountability for the growing number of Cambodian dissidents who have been threatened, attacked, or murdered on foreign soil. The attempt on my life, along with the successful assassination of Lim Kimya, reveals a disturbing pattern of international lawlessness—with Hun Sen as an active agent—that must be stopped.

I have consulted with international human rights lawyers and will submit full documentation to the Thai authorities.
