ពីគម្រោងអភិវឌ្ឍន៍ទៅជាមជ្ឈមណ្ឌលឆបោក (Scam hub) ៖ តំបន់សេដ្ឋកិច្ចពិសេស (SEZ) ថ្មដា ស្ថិតនៅក្នុងឃុំថ្មដា ស្រុកវាលវែង ខេត្តពោធិ៍សាត់ ជិតព្រំដែនកម្ពុជា–ថៃ។ តំបន់នេះត្រូវបានបង្កើតឡើងក្នុងឆ្នាំ ២០១០ មានផ្ទៃដីប្រមាណ ២ ២៦៥ ហិកតា និងស្ថិតក្រោមការគ្រប់គ្រងរបស់ក្រុមហ៊ុនចិន MDS Thmorda SEZ Co., Ltd. ដែលមានទំនាក់ទំនងជាមួយពាណិជ្ជករខ្មែរ ទ្រី ភាព។

ប្លង់មេជាភាសាចិន ភ្ជាប់មកជាមួយនេះ របស់តំបន់នេះបង្ហាញយ៉ាងច្បាស់ថា វារួមមានមជ្ឈមណ្ឌលកាស៊ីណូ និងកម្សាន្ត «ជ្រលងឌីជីថល» (Digital Valley) អគារការិយាល័យ សណ្ឋាគារ ទីលានវាយកូនហ្គោល និងរមណីយដ្ឋានប្រណីត។ ការស៊ើបអង្កេតថ្មីៗអំពីឧស្សាហកម្មឆបោកតាមអនឡាញ (Online) នៅកម្ពុជាបង្ហាញថា បរិវេណកាស៊ីណូ និងមជ្ឈមណ្ឌលអាជីវកម្មដាច់ស្រយាលបែបនេះត្រូវបានបម្លែងទៅប្រើប្រាស់សម្រាប់ការឆបោកតាមប្រព័ន្ធឌីជីថល (Digital scam) និងការកេងប្រវ័ញ្ចពលករដែលជាជនរងគ្រោះនៃការជួញដូរមនុស្ស។ ករណីនេះបង្កឱ្យមានសំណួរថា តើយុទ្ធនាការបង្ក្រាបនាពេលបច្ចុប្បន្នពិតជាឈានដល់ក្រុមអ្នកមានអំណាច និងផលប្រយោជន៍ដែលនៅពីក្រោយប្រតិបត្តិការឧក្រិដ្ឋកម្មទាំងនេះដែរឬទេ។

យើងត្រូវតែជួយជនរងគ្រោះទាំងអស់—ទាំងជនជាតិខ្មែរ និងជនបរទេស—នៃអង្គការឧក្រិដ្ឋកម្មដែលកំពុងធ្វើសកម្មភាពនៅកម្ពុជា ក្រោមការការពារពីរបប ហ៊ុន សែន។

From development plan to scam hub: The Thmor Da Special Economic Zone (SEZ) is situated in Thma Da commune, Veal Veng district, Pursat Province, near the Cambodian–Thai border. Established around 2010 and covering approximately 2,265 hectares, it is controlled by Chinese-run MDS Thmorda SEZ Co., Ltd., a company associated with Cambodian businessman Try Pheap.

The zone’s Chinese-language master plan attached herewith explicitly includes casino entertainment, a “Digital Valley,” offices, hotels, golf facilities and luxury resorts. Recent investigations into Cambodia’s online-scam industry show how isolated casino and business compounds can be repurposed for cyberfraud and the exploitation of trafficked workers—raising questions about whether the current crackdown is reaching the powerful interests behind these operations.

We must help all victims—Cambodians and foreigners alike—of criminal organisations operating in Cambodia under the protection of the Hun Sen regime.
