Anyone who shelters criminals and receives financial benefits from them will be punished as an accomplice.

The French government is asking why the Cambodian government continues to hide and protect Ly Rattanak Rasmei, who is involved in the 2025 assassination in Bangkok of Lim Kimya, a former Cambodian opposition member of parliament who was also a French citizen. The photograph shows Ly Rattanak Rasmei alongside Cambodia’s current prime minister, Hun Manet. The Khmer-language document records Ly Rattanak Rasmei’s official appointment as an adviser to strongman Hun Sen. It was signed on 23 January 2024 by Hun Sen himself, in his capacity as president of the Politburo of the ruling Cambodian People’s Party (CPP), formerly a communist party.
