លោក ជូលាន ហ៊ាល (Julian Hill) តំណាងរាស្ត្រសហព័ន្ធអូស្ត្រាលី អំពាវនាវឲ្យប្រទេសអូស្ត្រាលី និងសហគមន៍អន្តរជាតិ ជម្រុញការអនុវត្តន៍ឲ្យបានត្រឹមត្រូវ នៃកិច្ចព្រមព្រៀងសន្តិភាពទីក្រុងប៉ារីស ស្តីពីកម្ពុជា ដែលបានចុះហត្ថលេខា ថ្ងៃ ២៣ តុលា ១៩៩១។ ថ្ងៃ ២៣ តុលា ២០១៩ នេះ គឺជាខួបលើកទី ២៨ នៃថ្ងៃចុះហត្ថលេខា លើកិច្ចព្រមព្រៀងទីក្រុងប៉ារីសនេះ។ ដូច្នេះ កិច្ចព្រមព្រៀងទីក្រុងប៉ារីសនេះ ដែលជាមូលដ្ឋាននៃក្តីសង្ឃឹម របស់ប្រជារាស្ត្រខ្មែរ មិនបានស្លាប់ជាស្ថាពរ ដូចរបប ហ៊ុន សែន អះអាងនោះទេ។
