ស្ថាប័នមួយចំនួន ក្នុងពិភពលោក ចាប់ផ្តើមអនុវត្ត សំណើរបស់លោក សម រង្ស៊ី ឲ្យបង្កើតលិខិតឆ្លងដែន (Passport) ឬវិញ្ញាបនប័ត្រ (Certificate) អន្តរជាតិ ដែលបញ្ជាក់ពីភាពសុាំ (Immunity) គឺ ភាពមិនឈឺ និង មិនឆ្លង ជំងឺកូវីដ-១៩ ចំពោះអ្នកធ្វើដំណើរអន្តរជាតិម្នាក់ៗ។ ឧទាហរណ៍ចុងក្រោយ ៖ ក្រុមហ៊ុនអាកាសចរណ៍ Emirates ពីទីក្រុង Dubai (United Arab Emirates) បានតម្រូវឲ្យអ្នកធ្វើដំណើរ ធ្វើតេស្តឈាម មុនឡើងយន្តហោះ ដើម្បីបញ្ជាក់ថាខ្លួន មានភាពសុាំ អាចធ្វើដំណើរ ពីប្រទេសមួយ ទៅប្រទេសមួយទៀតបាន ដោយមិនបង្កហានិភ័យសុខភាព ដល់អ្នកដទៃទៀត។ ប្រទេសទុយនេស៊ី (Tunisia) បានតម្រូវអ្នកធ្វើដំណើរ ដែលមានបំណងចូលមកលើទឹកដីប្រទេសនេះ ឲ្យមានវិញ្ញាបនប័ត្រ បញ្ជាក់ពីភាពសុាំរបស់ខ្លួន ដូចអ្វីដែលលោក សម រង្ស៊ី បានស្នើ ក្នុងទស្សនាវដ្ដីអន្តរជាតិជាច្រើន ក្នុងរយៈពេល ១ ខែ កន្លងទៅនេះ។

(*) The speed and practicality of serological testing on travellers -- as proposed by Sam Rainsy in his article “Immunity Passports: A Reliable Contribution to the End of Confinement” -- has been shown by the Emirates airline, working in coordination with Dubai Health Authority. Emirates on April 15 gave passengers a blood test for COVID-19 before they boarded a flight from Dubai to Tunisia, so becoming the first airline to do so. This was done at a check-in area and the results were available in 10 minutes.
