នៅថ្ងៃទី ២០ ខែតុលា ឆ្នាំ២០០០ មេដឹកនាំគណបក្សប្រឆាំង លោក សម រង្ស៊ី បានលីបាវអង្ករដើម្បីយកទៅឧបត្ថម្ភជនរងគ្រោះដោយទឹកជំនន់។ គ្រានោះមានមនុស្សចំនួនប្រហែល ២០០០គ្រួសារ បានមកជួបជុំគ្នានៅមុខការិយាល័យអង្គការស្បៀងអាហារពិភពលោកនៃអង្គការសហប្រជាជាតិ និងកាកបាទក្រហមអន្តរជាតិ ដើម្បីទាមទារជុំនួយស្បៀងអាហារ ហើយបានចោទអាជ្ញាធរថាបានលួចបន្លំជំនួយស្បៀងអាហារ។

On 20 October 2000, Cambodian opposition leader Sam Rainsy carries a rice bag donated by the Cambodian Red Cross in Phnom Penh in order to feed floods victims. Nearly 2,000 Cambodian flood-victims massed outside the offices of the UN's World Food Program and the International Red Cross Friday demanding food and accusing government officials of siphoning off flood relief.
