ខ្ញុំសូមគោរពវិញ្ញាណក្ខន្ធលោក Mikhail Gorbachev ដែលជាប្រធានាធិបតីចុងក្រោយបំផុត នៃសហភាពសូវៀត ដល់ដាច់ឆ្នាំ ១៩៩១។ បើគ្មានគំនិតកំណែទម្រង់ និងបើកចំហ ហើយគ្មានចក្ខុវិស័យផ្តល់សេរីភាព ឲ្យប្រជារាស្ត្រទាំងឡាយ ទូទាំងពិភពលោក របស់លោក Mikhail Gorbachev នោះទេ ក៏គ្មានកិច្ចព្រមព្រៀងទីក្រុងប៉ារីស ស្តីពីកម្ពុជា ដែលចុះហត្ថលេខា ថ្ងៃ ២៣ តុលា ១៩៩១ នោះដែរ។

I pay my respects to the memory of Mikhail Gorbachev, the last president of the Soviet Union until 1991, who died on Tuesday. Without his policy of liberalisation and opening, and without his vision of independence for all peoples, there would not have been the Paris Accords on Cambodia, signed on October 23, 1991.
