ក្នុងនាមជាប្រធានចលនាជាតិតស៊ូ ខ្ញុំសូមអំពាវនាវដល់បងប្អូនកូនក្មួយ គ្រប់មជ្ឈដ្ឋាន ទាំងក្នុងនិងក្រៅប្រទេស ក្រោកឡើងធ្វើបាតុកម្ម ទូទាំងពិភពលោក ទាមទារឲ្យរដ្ឋាភិបាលភ្នំពេញសព្វថ្ងៃ ត្រូវតែដាក់សំណុំរឿងកោះគុត និង ដែនសមុទ្រត្រួតស៊ីគ្នា ទំហំជាង ២៦០០០ គីឡូម៉ែត្រក្រឡា ទៅតុលាការអន្តរជាតិ ឲ្យកាត់សេចក្ដី។

យើងមានសាក្សីបារាំង មានភស្ដុតាងក្នុងប្រវត្តិសាស្ត្រ និង មានច្បាប់សមុទ្ររបស់អង្គការសហប្រជាជាតិ ជាពិសេស សន្ធិសញ្ញាបារាំង-សៀមឆ្នាំ១៩០៧ ដោយមានផែនទីឧបសម្ព័ន្ធភ្ជាប់សន្ធិសញ្ញានេះ ដែលបញ្ជាក់ថា កោះគុតលើសពីពាក់កណ្ដាល និង ផែនសមុទ្រជាង ២៦០០០ គីឡូម៉ែត្រការ៉េ ដែលភាគីថៃ និង រដ្ឋាភិបាលភ្នំពេញ អះអាងថា តំបន់ត្រួតស៊ីគ្នានោះ គឺជាកម្មសិទ្ធិរបស់ប្រទេសកម្ពុជា។

យើងកូនខ្មែរ បដិសេធដាច់ខាត ចំពោះការចរចាទ្វេភាគី ពីព្រោះរដ្ឋាភិបាលត្រកូលហ៊ុន នៅក្រោមឥទ្ធិពលរដ្ឋាភិបាលថៃ ដែលដឹកនាំដោយគ្រួសារលោក ថាក់ស៊ីន ច្រើនរឿងណាស់។ បើចរចាទ្វេភាគគី រដ្ឋាភិបាលគ្រួសារហ៊ុន នឹងប្រគល់កោះគុតទាំងមូល និង ដែនសមុទ្រទំហំជាង ២៦០០០ គីឡូម៉ែត្រការ៉េ ទៅឲ្យថៃត្រួតត្រា ជាថ្នូរបានការរកស៊ីប្រមូលលុយច្រកហោប៉ៅគ្រួសារហ៊ុន សម្រាប់ចិញ្ចឹមអំណាចតែប៉ុណ្ណោះ។

យើងជាកូនខ្មែរ ត្រូវនាំគ្នាប្រឆាំងការចរចាទ្វេភាគី ហើយប្រមូលផ្ដុំគ្នាធ្វើបាតុកម្ម ជំរុញឲ្យរដ្ឋាភិបាលភ្នំពេញ ប្ដឹងទៅតុលាការអន្តរជាតិ។ យើងមិនធ្វើសកម្មភាពប្រឆាំងនឹងភាគីថៃណាមួយឡើយ រឿងផ្ទៃក្នុងថៃគឺជានយោបាយថៃ ប៉ុន្តែយើងជាប្រជាពលរដ្ឋខ្មែរ ម្ចាស់ទឹកដីខ្មែរ ត្រូវតែទាមទារឲ្យរដ្ឋាភិបាលភ្នំពេញ ប្ដឹងសំណុំរឿងកោះគុត ទៅតុលាការអន្តរជាតិ។

យើងក្រោកឡើងបញ្ចេញសំឡេង ដើម្បីការពារកោះគុត កុំឲ្យបាត់ដូចកោះត្រល់!!!

As the leader of the Cambodia National Resistance Movement, I urge all my fellow Cambodians, both at home and abroad, to rise and rally worldwide. Let us demand that the current Phnom Penh government submit the case of Koh Kood and the overlapping maritime area of over 26,000 square kilometers to the International Court of Justice (ICJ) for resolution.

We possess compelling evidence, including historical documentation, French witnesses, and the United Nations Convention on the Law of the Sea. Notably, the 1907 Franco-Siamese Treaty, accompanied by an annexed map, clearly demonstrates that more than half of Koh Kood and the disputed maritime area, claimed by both Thailand and the Phnom Penh government, rightfully belong to Cambodia.

We, as Khmer people, unequivocally reject bilateral negotiations. The Hun family government operates under the influence of the Thai government, led by the Thaksin family, in numerous ways. Any bilateral talks will only result in the Hun family government surrendering Koh Kood and the maritime area to Thailand in exchange for personal financial gain, further consolidating their grip on power.

We must oppose such negotiations and unite to demand that the Phnom Penh government bring this matter to the ICJ. Our stance is not against the Thai people or their internal politics. This is a matter of justice for Cambodia. We, as the rightful custodians of Khmer land, must act to ensure that Koh Kood and its surrounding waters are safeguarded through legal channels.

Let us stand together and speak out to prevent Koh Kood from suffering the same fate as Koh Tral!
