Public Statement by Sam Rainsy, Cambodian Opposition Leader in Exile – July 1, 2025

Three days after my June 28 statement, Cambodia’s former Prime Minister Hun Sen abruptly ended his daily stream of hostile attacks on the Thai government. This sudden silence reveals the weakness and bad faith of his previous justifications—territorial grievances and patriotic posturing—now exposed as a smokescreen.

The true motive behind his outbursts lies in defending personal financial interests linked to Chinese criminal networks operating along the Thai-Cambodian border. These syndicates, disguised as casinos and commercial zones, are being threatened by increasingly effective Thai law enforcement. These crackdowns strike at the economic base of Hun Sen’s regime, which profits from these criminal operations.

Cambodia, once geared for tourism and trade, has become a global hub for online scams since the COVID-19 pandemic. High-security compounds now run cyberfraud operations, described in detail by Amnesty International and other respected human rights organizations.

At the heart of this transformation is the Cambodian People’s Party (CPP), led by Hun Sen and his clan, who have embedded and protected these networks. Their survival now depends on shielding these criminal organizations from outside pressure—especially from Thailand, whose current crackdown threatens Hun Sen’s hold on power.

The trigger for this deepening crisis was a June 26 speech by Thai Prime Minister Paetongtarn Shinawatra in Aranyaprathet, where she reaffirmed her commitment to fighting cross-border crime. The next day, Hun Sen responded with an unhinged, three-hour televised rant, personally attacking Paetongtarn with vulgar, sexist insults and even revealing private conversations with her father, Thaksin Shinawatra.

Such a disproportionate response leaves no doubt: Hun Sen is panicking—not for Cambodia’s sovereignty, but for his criminal interests.

His conduct raises serious concerns. Who can trust a leader who records private conversations and weaponizes them politically? This is not the behavior of a responsible statesman, but of a cynical manipulator.

Fortunately, the Cambodian people have not followed Hun Sen into this manufactured confrontation. This is not a conflict between two nations—it is a clash between a corrupt leader and a neighboring government committed to dismantling criminal syndicates. Thailand’s policy in this field is supported across the political spectrum.

Let us not forget: Hun Sen was never democratically elected. Installed by Vietnam in the 1980s, he lost the only free election—organized by the United Nations—in 1993. But he managed to remain in power through threats. He consolidated his grip with a coup in 1997. Every election since has been rigged. Critics have been silenced through exile, prison, or murder.

Hun Sen, like all dictators, thrives on conflict to distract from economic decline and growing discontent. With no internal opposition left, he now fabricates external enemies to justify repression and maintain control.

This is the real root of the crisis with Thailand. It is not about patriotism—it is about Hun Sen’s personal power and profit. The Cambodian people deserve better. The region deserves peace and honest governance. And the world must no longer remain silent.
