Hun Sen’s Cynical Gamble: Seeking U.S. Favor Amid a Collapsing Criminal Network
After a U.S. federal court in New York sentenced his personal adviser and financier Chen Zhi to 40 years in prison on October 14, 2025, for multiple criminal offenses, Hun Sen now realizes with growing fear that he cannot escape responsibility, as his involvement in Chen Zhi’s criminal operations is becoming impossible to deny. The case of former Honduran President Juan Orlando Hernández—sentenced by a U.S. court to 45 years in prison for drug-trafficking and later arrested by U.S. authorities after losing power in 2022—looms large in his mind, a stark reminder of what may await him. Terrified by this precedent, Hun Sen understands that his political fate now lies entirely in the hands of the United States. Yet despite this looming threat, he clings to the hope that he, too, might one day receive a presidential pardon from Donald Trump, as Hernández did on November 28, 2025.
Clinging to this hope, Hun Sen is now seeking favor from the United States in anticipation of imminent U.S. and international law-enforcement actions aimed at dismantling the transnational criminal network led by Chen Zhi and headquartered in Cambodia. However, once this network is dismantled, Hun Sen himself will inevitably be implicated.
To ease tensions with Washington, Hun Sen must retract his unfounded accusation—made since 2017—that the United States orchestrated a plot to overthrow his regime with the complicity of Kem Sokha and the opposition Cambodia National Rescue Party (CNRP). In reality, this accusation served only as a pretext to dissolve the increasingly popular CNRP eight years ago. Withdrawing his accusations against the U.S. would necessarily require him to drop the charges against Kem Sokha (still under house arrest) and the CNRP (still banned). If Hun Sen hopes to avoid prosecution by U.S. courts—which are preparing to have him arrested and imprisoned—he must nullify the accusations against the CNRP and allow the party to resume its activities.
