គំនិតលោក សម រង្ស៊ី ដើម្បីទប់ស្កាត់ការរាតត្បាត នៃជំងឺ COVID-19 ត្រូវបានគេចាប់ផ្តើមអនុវត្ត ក្នុងពិភពលោក។ គំនិតនេះ ត្រូវបានលាតត្រដាងដោយលោក សម រង្ស៊ី ក្នុងទស្សនាវដ្ដីអន្តរជាតិ The Geopolitics ចុះថ្ងៃ ២៧ មីនា ២០២០។
តាមដំណឹងទទួលបានថ្ងៃនេះ ប្រទេស Luxembourg គឺជាប្រទេសទី១ ក្នុងពិភពលោក ដែលត្រៀមអនុវត្តយុទ្ធសាស្ត្រ ប្រឆាំងជំងឺ Covid-19 ដោយការពារសេដ្ឋកិច្ចផងដែរ មិនឲ្យដួលរលំ ដូចអ្វីដែលលោក សម រង្ស៊ី បានស្នើមុនគេបង្អស់។

(*) According to news received today 30 March 2020, Luxembourg has become the first country planning to implement the economic defence strategy based on testing for COVID-19 immunity. Sam Rainsy was the first to advocate this strategy as explained in his article published in The Geopolitics on 27 March 2020.
