មកដល់ថ្ងៃ ០៦ មេសា ២០២០ នេះ មាន ៥ ប្រទេសហើយ ដែលបានប្រកាស ឬផ្តល់តម្រុយ អំពីផែនការរបស់ខ្លួន ដើម្បីធ្វើឲ្យសេដ្ឋកិច្ចដំណើរការឡើងវិញ ក្នុងគ្រាដែលត្រូវបន្តទប់ស្កាត់ការរាតត្បាតនៃជំងឺ កូវីដ-១៩។ ផែនការ នៃប្រទេសទាំង ៥ នោះ គឺស្របទៅនឹងគំនិត ដែលលោក សម រង្ស៊ី បានផ្តួចផ្តើមមុនគេបង្អស់ ក្នុងទស្សវដ្ដីអន្តរជាតិ The Geopolitics ចុះថ្ងៃ ២៧ មីនា ២០២០។ តាមលំដាប់លំដោយ នៃកាលបរិច្ឆេទ នៃការបញ្ជាក់អំពីផែនការរបស់ខ្លួនម្នាក់ៗ ប្រទេសទាំង ៥ នោះ មានដូចតទៅ ៖

(*) CONTRIBUTION FROM CAMBODIA TO THE FIGHT AGAINST COVID-19 PANDEMIC
Five countries have so far announced that they are considering adopting the immunology-based approach to exit confinement that Cambodia's Sam Rainsy was the first to advocate in The Geopolitics published on March 27, 2020. By chronological order of their announcements, those five countries are: Germany (March 29), Luxembourg (March 30), The Netherlands (April 1), United Kingdom (April 3) and Italy (April 4).

SAM RAINSY
"My idea is to look at the other side of pandemic, that is to say the people who – most often without realising it – are not, or will no longer be, vulnerable to COVID-19. These people are immunised, or soon will be, in general without knowing it. The number of such people will increase very rapidly, even in the absence of a vaccination. The idea is to identify this population through a serological test which detects antibodies. This immunised population needs to be identified because it represents a labour force that can immediately be released from confinement and put back to work."

THE NETHERLANDS
"Les autorités (néerlandaises) affirment maintenant vouloir développer une politique de tests (sérologiques) à grande échelle, dès la semaine prochaine. D'abord sur les personnels soignants hors des hôpitaux. Ensuite sur le reste de population, à raison de 29 000 tests par jour, ce qui permettrait de remettre au travail les personnes immunisées ou guéries."

THE UNITED KINGDOM
"The UK plans to issue coronavirus 'immunity passports' so people can leave the lockdown early.
Health Secretary Matt Hancock said people who could prove their immunity to the coronavirus would be allowed to return to "normal life."
- The UK plans to roll out "immunity passports" to allow people who have contracted COVID-19 to leave the lockdown early.
- UK Health Secretary Matt Hancock said the certificates would be issued to people who have built up immunity to the coronavirus so they can return to "normal life."
- Citizens would need to test positive in an antibody test before being issued with the certificates.
- However, the UK has yet to identify a reliable test for antibodies to the virus."
