ប្រទេសចុងក្រោយបំផុត ដែលសម្រេចធ្វើតាមសំណើលោក សម រង្ស៊ី ឲ្យបង្កើត "លិខិតឆ្លងដែន បញ្ជាក់ពីភាពសុាំ" (Immunity Passport) គឺប្រទេសឈីលី (Chile) នៅទ្វីបអាមេរិកខាងត្បូង។ ដំណឹងនេះ ទើបតែបានទទួលថ្ងៃនេះ ពីសារព័ត៌មានសហរដ្ឋអាមេរិក The Washington Post។
