Sam Rainsy Calls on President Donald Trump to Confront Cybercrime Networks in Southeast Asia Backed by Authoritarian Regimes
Paris, October 27, 2025 — Cambodian opposition leader Sam Rainsy, currently in exile, has called on President Donald J. Trump to apply the same determination he displayed in confronting the crime-sponsoring regime of Venezuela to combat the rise of transnational cyber-fraud networks operating out of Cambodia, a close ally of Communist China.
Rainsy praised President Trump’s decisive leadership in deploying U.S. military and law-enforcement assets to the Caribbean to fight narcotrafficking and undermine the Venezuelan regime’s criminal networks. He urged that a similar global strategy — combining targeted sanctions, coordinated law enforcement, and international cooperation — be directed at the cyber-fraud, human-trafficking, and money-laundering syndicates flourishing in Cambodia under the long-standing rule of Hun Sen.
He emphasized the geopolitical dimension:
“Just as Venezuela and Cuba have facilitated narcotrafficking and destabilization in the Western Hemisphere, Cambodia and China are enabling cybercriminal networks that undermine global financial systems and threaten international security.”
Rainsy also drew attention to the persistent tensions between Cambodia and neighboring Thailand, noting that these frictions are likely to continue despite the recent cease-fire concluded under President Trump’s patronage. He explained that the underlying cause lies not in border disputes, but in Hun Sen’s hostility toward Thailand’s crackdown on transnational crime networks whose illicit financial flows are vital to the Cambodian regime’s survival.
Respected international organizations and independent observers have described Cambodia as effectively a “mafia state” built on corruption, debt, and human exploitation. Amnesty International (June 2025) reported that the Cambodian government is “deliberately ignoring” the abuses inside cyber-scam compounds, where victims of human trafficking, forced labor, and torture are being held. The United Nations Office on Drugs and Crime (UNODC) also identified Cambodia in 2025 as a “global hub for scamming operations” with companies allegedly linked to high-ranking officials.
Rainsy highlighted the case of Chen Zhi and the Prince Group, recently sanctioned and indicted by U.S. authorities, as emblematic of how Chinese-originated criminal organizations have embedded themselves within Cambodia’s political and economic system. He noted that while many of these syndicates operate through Chinese networks, China’s role remains ambiguous, alternating between limited cooperation and tacit tolerance when such activities align with its broader strategic or economic interests.
He urged that the tools successfully used in the Caribbean — coordinated law enforcement, financial sanctions, intelligence-driven operations, and strong international cooperation — be applied to dismantle the criminal infrastructure entrenched in Cambodia and across Southeast Asia. A decisive U.S.-led initiative, he said, would protect American citizens and businesses, disrupt illicit financial networks that sustain authoritarian regimes, and reaffirm U.S. global leadership in defending the rule of law.
